August 8 is International Cat Day - a reminder to support policies that enable effective management of community cat populations in Georgia through Trap-Neuter-Return (TNR) programs.

The GA Pet Coalition (GPC) recently advocated for updates to Georgia’s Animal Protection Act Rules (40-13-13-.01 through 40-13-13-.10) to better support community cats and TNR practices. These recommendations were submitted in response to the Georgia Department of Agriculture’s request for public comments.

The GPC recognizes TNR as a proven population-management strategy and advocates for legal protections for trappers and caregivers participating in TNR programs who return community cats to their original locations after sterilization and vaccination.

Sample policy language: “A person acting in accordance with a recognized TNR program shall not be subject to civil or criminal liability for abandonment solely as a result of returning a community cat to their original location following completion of the TNR process.”
