Federal Puppy Protection Act Of 2025


The federal Puppy Protection Act of 2025 (H.R. 2253) was recently introduced in Congress and provides additional requirements for the humane care of commercially bred dogs in facilities (puppy mills) regulated by the USDA under the Animal Welfare Act.


The bill has 75 co-sponsors, including U.S. Rep. David Scott from Georgia. The GPC encourages the other 13 Georgia U.S. Reps to sign on as cosponsors. This is the third legislative cycle for H.R. 2253.


The provisions include upgrades to housing, space, temperature control, feeding, continuous access to potable water, exercise, socialization, vet care, vaccinations, breeding guidelines, and adoption for retired breeding dogs.
