This week the DeKalb County Board of Commissioners unanimously passed an ordinance to establish Georgia's FIRST local litter registry for unlicensed breeders.
The free registry serves two purposes: (1) identifies pet owners in need of low cost spay/neuter and vet care and (2) provides a means of tracking backyard breeders in violation of the GDA licensing regulations.
The GDA licensing exemption for breeding one litter/12 months is unenforceable without tracking. Both purposes help to reduce shelter overcrowding, saving taxpayer and charitable dollars.
